Special PCAB Licenses: And why you need one for your project

Updated: Jul 5

If you're a contractor or builder conducting business in the Philippines, then you probably know about or have your very own-- PCAB License. A PCAB License is a license to construct here in the Philippines. Whichever type of construction you may do, you will first need to secure a PCAB license to construct here legally. But what are PCAB Special Licenses? Do they serve a different purpose than "regular" PCAB Licenses? The difference is that a Special License is a license created or applied for a specific project only. A Regular License however does not have any restrictions in terms of the number of projects that it can take. If this is the case then what use is a Special License?

There are 3 main types of Special Licenses with differing requirements and situations: 1. Joint Venture This particular Special License is used when 2 or more contractors want to pool resources in order to partake a particular project. A common example of this is the current ongoing railway projects here in the Philippines. Most of which are under Joint Ventures.

2. Consortium This is used when there are non-constructor partners (Funders or suppliers of materials) that will be included in the contract with the client. This is commonly used if the materials needed in the project requires a foreign supplier.

3. Foreign This is for 100% Foreign Contractors are permitted to apply for a project if the project specification/scope of work requires Foreign Expertise that is not available within the contractors here in the Philippines.
